The Role
This position will be responsible for sourcing project management of major goods and services for various business units of Mapletree Japan. You will have to plan, organise and execute the procurement activities across various assets with the objective of obtaining the most competitive pricing for the products and services procured, whilst ensuring compliance with procurement policies and SOPs.
Job Responsibilities
- Manage Procurement team and supervise procurement staff.
- Manage Sourcing event of tender projects, high value procurement projects.
- Work closely with the department procuring the services in organising and executing the procurement activities.
- Work closely with HQ team for planning high value capital expenditure projects.
- Present procurement activities at the monthly meeting with HQ.
- Ensure alignment with Mapletree’s Procurement Policy and Procedure and SOP.
- Define and manage sourcing project scope, timeline, risks and budgets.
- Liaise with internal business users to gather requirements and align solutions.
- Manage vendors and service providers to ensure their service qualities.
- Source, obtain and evaluate the most competitive pricing for the products and services procured.
- Support tender documents, tender evaluations and analysis, and quality checks on goods and services.
- Plan, schedule and monitor the procurement of term contracts and minor capital projects to ensure timely approval and award.
- Prepare reports and statistics for management review.
- Oversee the prevailing Procurement Standard Operation Process.
- Exercise internal control policies, guidelines, and procedures for procurement.
- Operate Procurement System and support Procurement System users and work closely with HQ IT Team.
- Support all documentations English and Japanese for entire procurement process.
- Review all documents for compliance and internal guidelines.
- Support internal users and vendors on Mapletree's procurement policies, appropriate method of procurement and workflow.
- Support internal audit queries and data gathering.
- Support team assignments or any other ad-hoc assignments that may be required from time to time.
Job Requirements
- Experience with procurement sourcing project management of inclusive complete cycles for high value tender projects.
- Experience in quantity surveying with a QS consultant / developer may be considered.
- Strong business process and analytical skills with the ability to assimilate information quickly and communicate complex requirements and issues clearly and concisely. The ability to understand the business questions that users are trying to answer is essential.
- Strong oral, written and interpersonal communication skills with the ability to interact and communicate effectively with all levels of management, users and vendors.
- Must be a self-starter and able to work independently with minimum supervision
- Must be a good team player, proactive in nature, fast learner, highly organized and positive attitude
- A good command of English language is required.
- Proficient in Microsoft Office applications (Word, Excel, Power Point). Experience in using SAP Ariba will be advantageous.
- Understand importance of internal regulations for business procedures.
- Experience in international company is an advantage.
